WORK PLAN 2000-2001

(Approved by the Special Committee at its meeting held on September 13, 2000)

Introduction

As a result of the multiplicity of summit-related work being undertaken by the Organization of American States, the Member States created the Special Committee on Inter-American Summits Management. The Committee�s original tasks were to ensure timely and appropriate follow-up to the Summit mandates assigned to the OAS, as well as to coordinate OAS participation in the preparation process of future Summits. 

The Special Committee and the Third Summit of the Americas:

The most recent iteration of the Committee's mandate is contained in AG/RES. 1752 (XXX-O/00), and it recognizes "the importance of [...] timely, effective support in the preparatory work for the Third Summit of the Americas." This year, in addition to its traditional role of monitoring implementation work, the Committee could have the responsibility of helping to coordinate the ideas, proposals and suggestions which the Organization wishes to bring to the preparation process for the Third Summit. 

Taking this responsibility into account, the Chair of the Committee sent a letter dated September 8, 2000, to the Secretary General, the Chairs of the Permanent Committees of the Permanent Council, and the heads of the organs, agencies and entities of the OAS requesting that they channel, through the Special Committee, their suggestions for consideration by the Summit Implementation Review Group (SIRG).

In addition to AG/RES. 1752 mentioned above, the Permanent Council also assigned the following resolutions to the Special Committee: 

    1. Promotion of Democracy, AG/RES. 1721 (XXX-O/00)
    2. Response of the Inter-American Telecommunication Commission to the Mandate Received from the Summit of the Americas, AG/RES. 1739 (XXX-O/00)
    3. Integrating a Gender Perspective in the Summits of the Americas, AG/RES. 1741 (XXX-O/00)
    4. International Abduction of Minors by One of Their Parents, AG/RES. 1742 (XXX-O/00)

Each of these resolutions warrants separate treatment, but can also be addressed under the umbrella resolution AG/RES. 1752 (XXX-O/00).

Schedule of Meetings

When preparing the schedule of meetings proposed in the draft Work Plan, the Chair took into consideration the mandates assigned to the Committee by the General Assembly. In this context, the Committee will receive and review the suggestions that the Permanent Committees of the Permanent Council, the General Secretariat, and the organs, agencies and entities of the OAS may wish to bring to the attention of the SIRG in preparation for the Third Summit of the Americas. 

The Special Committee will meet to review reports and consider each of the Summit themes, and civil society organizations will be invited to participate in the meetings at which those themes are to be discussed. The results of these discussions will then be transmitted to the SIRG preparatory meetings for consideration. The dates for the Special Committee meetings from October 2000 to April 2001 will be set as necessary. 

In an effort to comply in a timely manner with the Rules of Procedure of the Permanent Council, the Committee will hold a final meeting at the end of April 2001, after the Summit of the Americas in Quebec City, to finalize its recommendations to the Permanent Council in preparation for the Thirty-first Regular Session of the General Assembly. 

This Work Plan, approved by the Committee on September 13, 2000, is a general framework within which the Committee will carry out its work for the period 2000-2001.

Operative paragraph 3: To reaffirm the mandate assigned to the Permanent Council to coordinate, through its Special Committee on Inter-American Summits Management, the activities assigned to the OAS by the Summit of the Americas, held in Miami, and by the Second Summit of the Americas, held in Santiago, and, in coordination with the Inter-American Committee on Sustainable Development of the Inter-American Council for Integral Development (CIDI), the Summit of the Americas on Sustainable Development, held in Santa Cruz de la Sierra.

 

The CE/GCI will continue its coordination role with the support of the General Secretariat by holding regular meetings.

Operative paragraph 4.b.: To instruct the organs, agencies and entities of the Organization to: ... Provide regular progress reports to the Special Committee on Inter-American Summits Management on the implementation [of the initiatives assigned to them by the General Assembly, pursuant to the mandates of the Summits of the Americas].

1. CECE/GCI meetings will be held to discuss agenda/themes/issues of the Third Summit, and will include participation by civil society organizations.

 

2. CECE/GCI will meet to review implementation reports and discuss progress made.

 

Response of CITEL to the mandate received from the Second Summit of the Americas, AG/RES. 1739 (XXX-O/00);

Integrating a gender perspective in the Summit of the Americas, AG/RES. 1741 (XXX-O/00); and

These resolutions do not contain specific mandates to the CE/GCI, but the Committee will take them into consideration in the course of its work.

Promotion of Democracy

AG/RES. 1721 (XXX-O/00)

Operative paragraph 5. e.: To instruct the Permanent Council, acting through the Working Group on Representative Democracy, to: ... study and approve, by the end of 2000, the UPD Work Plan for 2001, making sure that said plan includes activities in support of the mandates related to promotion and defense of democracy, and assigned to the OAS that arose out of the Plans of Action of the Summits of the Americas.

 

The CE/GCI will consider and take note of the UPD report on its activities in support of the Summit initiatives related to the promotion and defense of democracy.

Operative paragraph 6.c.: To request that the General Secretariat: ... give semi-annual presentations to the Permanent Council on its activities with regard to the democracy-related mandates from the Summits of the Americas.

The General Secretariat will be requested to present its report to the CE/GCI.
