Policy Dialogue:

“Balance of Power and the Safeguarding of Democracy” Reflections on the 20th Anniversary of the Adoption of the Inter-American Democratic Charter”

The Summits of the Americas Secretariat of the Organization of American States (OAS) is pleased to invite you to the Policy Dialogue: “Balance of power for safeguarding democracy” Reflections on the twenty years of the issuance of the Interamerican Democratic Charter. The event was broadcasted live on Monday, September 13, 2021, from 10:00 a.m. to 12:00 p.m. (EST time). This Dialogue was organized by the Summits of the Americas Secretariat in collaboration with the Inter-American Commission on Human Rights (IACHR) of the OAS and the Due Process of Law Foundation (DPLF).

Twenty years after the adoption of the Inter-American Democratic Charter, it is useful to take stock of its application and new challenges that democratic institutions in the region are facing in today’s  difficult and turbulent context, marked by  consequences of the COVID-19 pandemic: authoritarian tendencies across political and social actors, restrictions on fundamental rights, new citizen demands as expressed through social mobilization, political polarization, as well as a health and economic crisis amplifying  social inequalities and asymmetries already present in the Americas.

In this context, this Dialogue offered a setting to promote debate and offer recommendations for action on the principle of balance of power as a basis for the validity of democracy in the region. The discussion builds on the May 2021 CISC-CAJP Joint Special Session on Democratic Resilience, the Role of the Inter-American Democratic Charter and the Summit Process, including recommendations proposed therein, with the objective of informing the ongoing preparatory process for the Ninth Summit of the Americas.
