153. Strengthen and establish, where they do not exist, national mechanisms and governmental organs, as well as the respective regional and subregional networks in charge of promoting legal equality and equality of opportunities between women and men, focused on gender equity, and provide them with adequate and timely financial resources to enable these entities to promote, coordinate and carry out the commitments undertaken by the States at the World Conference on Human Rights, the International Conference on Population and Development, the World Summit on Social Development, the Summit of the Americas, the Fourth World Conference on Women, and the recent "Santiago Consensus" of the VII Regional Conference on Beijing Follow-up (ECLAC/UN). (Plan of Action Santiago, 1998).

152. Examine the existing laws and their implementation in order to identify obstacles limiting the full participation of women in the political, economic, social and cultural life of our countries. Whenever necessary, promote reforms or create new laws to eliminate all forms of discrimination and violence against women and to guarantee the protection of children’s rights. (Plan of Action Santiago, 1998).

153. Implement and follow up on the commitments regarding the status of women as agreed to at the Summit of the Americas, with the support of the Inter-American Commission on Women (ICW), in collaboration with civil society , with the Inter-American Development Bank (IDB), the World Bank, United Nations Economic Commission on Latin-America and the Caribbean (ECLAC ), and other entities of international cooperation, using when appropriate the System of Indicators adopted by the countries of the Americas at Montelimar, Nicaragua. (Plan of Action Santiago, 1998).

45. Continue to implement the recommendations contained in the 1998 Report of the Special Rapporteur of the IACHR on the Status of Women in the Americas and ensure the evaluation of and, where appropriate, the establishment of national mechanisms for follow-up; (Plan of Action Québec, 2001).

46. Integrate fully the human rights of women into the work of hemispheric institutions, including the Inter-American Court on Human Rights and the IACHR, and increase the nomination of women as candidates for positions in these bodies; (Plan of Action Québec, 2001).

47. Request the OAS, through its specialized organs and particularly the Inter-American Commission on Women (CIM), to facilitate the integration of a gender perspective in the work of all its bodies, agencies and entities through the development of training programs and the dissemination of information on the human rights of women, as well as support governments in the systematic compilation and dissemination of sex disaggregated data; (Plan of Action Québec, 2001).

48. Develop, review and implement laws , procedures, codes and regulations to guarantee compatibility with international legal obligations and to prohibit and eliminate all forms of discrimination based on gender , and continue work begun at the Santiago Summit that set the goal of legal equality between men and women by the year 2002;(Plan of Action Québec, 2001).

49. Develop additional policies and practices to combat violence against women, including domestic violence, in accordance with the definition established in the Inter-American Convention on the Prevention, Punishment and Eradication of Violence Against Women (The Convention of Belém do Pará ); (Plan of Action Québec, 2001).

50. Consider signing and ratifying, ratifying, or acceding to, as soon as possible and as the case may be, the UN Convention on the Elimination of All Forms of Discrimination against Women, and its Optional Protocol; (Plan of Action Québec, 2001).

200. Promote greater recognition of the economic contribution of women's activities in the subsistence and informal sectors and provide, through the international and regional MDBs and the donor community, necessary assistance to communities participating in such activities, giving greater awareness at the national level to gender issues in macro economic planning and policy-making; (Plan of Action Québec, 2001).

229. Recognizing that women's empowerment, their full and equal participation in the development of our societies, and their equal opportunities to exercise leadership are all central to the reduction of poverty, the promotion of economic and social prosperity, people centered sustainable development, consolidation of democracy and conflict resolution and the development of equal partnerships between women and men; further recognizing that these principles are the basis for promoting gender equality and women's human rights in the Americas and working towards the elimination of the full range of inequalities; (Plan of Action Québec, 2001).

230. Endorse the Inter American Program on the Promotion of Women's Human Rights and Gender Equity and Equality approved at the First Meeting of Ministers or of the Highest Ranking Authorities Responsible for the Advancement of Women, held in April 2000, by the CIM; endorse as well the Regional Programme of Action for the Women in Latin America and the Caribbean 1995 2000 and the further actions and initiatives adopted at the Twenty-Third Special Session of the UN General Assembly (Beijing +5) to implement the Beijing Declaration and its Platform for Action; and integrate a gender perspective into the programs, actions and agendas of national and international events, to ensure that women's experiences and gender equality are an integral dimension of the design, implementation and evaluation of government and inter American policies and programs in all spheres; (Plan of Action Québec, 2001).

231 Strengthen national machineries and other government bodies responsible for the advancement of women and for the promotion and protection of the human rights of women; provide them with the necessary human and financial resources, including through exploring innovative funding schemes so that gender is integrated into all policies, programs and projects; and support both the fundamental role that women's organizations have played and will continue to play in advancing gender equality and the joint efforts between governments and the private sector which contribute to respect and understanding of the human rights of women; (Plan of Action Québec, 2001).

232. Promote gender equity and equality and women's human rights by strengthening and fostering women's full and equal participation in political life in their countries and in decision making at all levels; (Plan of Action Québec, 2001).

233. Reinforce the role of the CIM as the technical advisor to the Summit Implementation Review Group (SIRG) on all aspects of gender equity and equality and recognize the importance of the CIM in follow up to relevant Summit recommendations; provide for an appropriate level of resources to the CIM to carry out its role as the principal hemispheric policy generating forum for the advancement of the human rights of women and particularly of gender equality; promote the support and participation of the IDB, the World Bank and ECLAC in the implementation of and follow up to this Plan of Action; (Plan of Action Québec, 2001).

234. Promote the use of information and communications technologies as a mechanism to address inequalities between men and women and ensure women's equality of access to these new technologies and to the requisite training; to this end, ensure that government connectivity programs and programming at local, national and regional levels, integrate a gender perspective representative of the diversity of women within various groups, including indigenous peoples and rural and ethnic minorities; (Plan of Action Québec, 2001).

235. Strengthen systems for collecting and processing statistical data disaggregated by sex, and adopt the use of gender indicators that will contribute to a baseline analysis of the status of women and to the implementation of public policies at the national and regional levels, and that make it possible to improve the monitoring and assessment of regional and international agreements; (Plan of Action Québec, 2001).

4. To eliminate discrimination against women at work through, among other measures, the implementation of a range of policies that will increase women’s access to decent, dignified, and productive work, including policies addressing training and education and protection of the rights of women, as well as proactive policies to ensure that men and women enjoy equality in the workplace; (Plan of Action Mar del Plata, 2005)..

5. To ensure equal access for men and women to the benefits of social protection and ensure attention to gender issues in labor and social policies; (Plan of Action Mar del Plata, 2005)..

22. To strengthen, in cooperation with the Inter-American Commission of Women (CIM), ILO, and the Economic Commission for Latin America and the Caribbean (ECLAC), national capacities to produce statistics particularly focused on labor matters broken down by gender and race (Plan of Action Mar del Plata, 2005)..

6. We recognise the importance of considering the differentiated needs of women and men in promoting and ensuring the integration of the gender perspective as a cross cutting issue in national and hemispheric policies, plans and programmes to be implemented in the political, economic, labour, social and cultural spheres. In this regard, we will continue our efforts to produce regional studies and statistics disaggregated by sex for measuring and monitoring, and for promoting cooperation and the sharing of good practices, experiences and policies among States on gender equality and equity within the context of human prosperity, energy security and environmental sustainability. 11. We commit to strengthening the institutional mechanisms for the advancement of women, including, where applicable, the Mechanism to Follow Up on the Implementation of the Inter-American Convention on the Prevention, Punishment and Eradication of Violence Against Women “Convention of Belém do Pará” and its funding. We will encourage the full and equal participation of women in the political life and decision-making structures of our countries at all levels through laws and public policies that promote respect for women’s human rights and fundamental freedoms, as well as gender equality, equity and parity. (Declaration of Port of Spain, 2009).

6 To deepen inter-American cooperation in the area of development and social protection with a view to strengthening human and institutional capacity-building efforts, and generating a skilled workforce, with a gender perspective and giving attention to vulnerable groups. (Poverty, Inequality, and Inequity, Cartagena, 2012).

14 To take specific steps to improve access to quality education for girls, especially in rural areas, as well as promoting improved capacities of schools, teachers, civil society, and communities to reduce the barriers to regular attendance for women and girls. (Poverty, Inequality, and Inequity, Cartagena, 2012).

6 To strengthen the administration of public security by governmental agencies through promotion of citizen and community participation, institutional coordination, and training and education of civilian and police personnel, with full respect for the rule of law, domestic law, gender equality, and human rights. (Citizen Security and Transnational Organized Crime, Cartagena, 2012)..

9. To strengthen our efforts to prevent and fight the smuggling of migrants and trafficking of persons, particularly of women, children and adolescents, and to promote cooperation among states to that end, respecting and fully protecting their human rights. (Citizen Security and Transnational Organized Crime, Cartagena, 2012)..

8. To accelerate efforts to improve maternal and child health, in particular reducing maternal and child mortality, including neonatal mortality, and continue working to ensure effective access by all women to comprehensive healthcare, in particular during pregnancy, partum and post-partum periods. To request the collaboration of PAHO in continuing to support the countries in this endeavor. We commit to supporting the renewal of the United Nations Global Strategy for Women’s and Children’s Health. (Health, Initiatives VII Summit of the Americas, Panama City, 2015)..

3. To strengthen programs to prevent and fight illicit smuggling of migrants and trafficking in persons, particularly of women, children and adolescents, as well as to generate, review and amend laws, where appropriate, against these crimes so that, in their enforcement, they will render assistance and protection to victims of trafficking and to promote cooperation among states to that end, in accordance with the Convention against Transnational Organized Crime and its protocols on trafficking in persons and smuggling of migrants. 3. To strengthen efforts and prioritize actions to effectively address violence against women and girls, particularly through the promotion of initiatives to empower women, and the implementation of effective public policies focused on achieving this goal, including measures to prevent, investigate, punish, and eradicate such violence; training for public officials at national and local levels; implementation of programs to educate, sensitize, and raise awareness about this phenomenon; and the collection of data and statistics within, as applicable, the framework of the Inter-American Convention on the Prevention, Punishment, and Eradication of Violence against Women (Convention of Belém do Pará) and its follow-up mechanism.(Security, Initiatives VII Summit of the Americas, Panama City, 2015).

3. To promote and strengthen economic, political, social and cultural empowerment for women, ensure the protection and guarantee of all their rights, and redouble our collective efforts to end discrimination, child, early and forced marriage, recognizing that gender equity and equality is necessary and legitimate for the sustainable and democratic advancement of our societies. (Citizen Participation, Initiatives VII Summit of the Americas, Panama City, 2015).

7. Promoting gender equity and equality and women’s empowerment as a cross-cutting goal of our anti-corruption policies, through a task force on women’s leadership and empowerment that will actively promote cooperation among inter-American institutions and synergies with other international agencies. (Lima Commitment. Peru, 2018).

8. Including different vulnerable groups in defining measures to strengthen governance and combat corruption, recognizing the serious impact it has on these populations. (Lima Commitment. Peru, 2018).

55. Taking action such that follow-up measures stemming from the Lima Commitment promote the advancement of gender equity and equality and women’s empowerment in the Hemisphere. (Lima Commitment. Peru, 2018).

2. Encourage, in particular, such action with respect to persons with disabilities or with specific needs, as well as members of groups that have been historically marginalized, discriminated against, and/or in vulnerable situations, as well as all women and girls, taking into account their diverse conditions and situations, in a manner consistent with national legislation and international law, to broadly use digital platforms. (Regional Agenda for Digital Transformation, IX Summit of the Americas, Los Angeles, California, 2022).

31. Promote and strengthen international cooperation among States to effectively prevent, prosecute, investigate, and try cybercrimes, illicit use of data that belong to government, private institutions, and persons and other criminal activities furthered by the misuse of information and communication technologies, such as human trafficking, migrant smuggling, child sexual exploitation and other forms of sexual violence, and illicit drug and arms trafficking, as well as money laundering, inter alia, in a framework of respect for human rights and with a gender perspective. (Regional Agenda for Digital Transformation, IX Summit of the Americas, Los Angeles, California, 2022).

1. Address, with solidarity and equity, the effects of the COVID-19 pandemic, in all its stages, through the aforementioned Action Plan, in accordance with national contexts, needs, and priorities with the aim of assessing and strengthening the capacity and resilience of health systems and health value chains at the national and regional levels, placing individuals at the core of health and resilience policies, the integration of the delivery of health services, including physical and mental health services, accounting for the amplified impact on and unique needs of members of groups that have been historically marginalized, discriminated against, and/or in vulnerable situations, as well as all women and girls, taking into account their diverse conditions and situations, in a manner consistent with national legislation and international law, promoting the implementation of universal health coverage for all, without discrimination, to further the wellbeing of current and future generations. (Action Plan on Health and Resilience in the Americas, IX Summit of the Americas, Los Angeles, California, 2022).

3. Strengthen the resilience of our health and education systems, our economies, and our communities, bearing in mind that the Americas share many challenges, made evident or exacerbated by the COVID-19 pandemic, and that we need comprehensive and genderresponsive approaches. Likewise, work together to rebuild our economies and institutions in a resilient, inclusive, and equitable manner and with the full and equitable participation of all women in order to achieve growth. To this end, we note the importance of facilitating investments increasing the availability of critical and accessible infrastructure, strengthening supply chains and public procurement, strengthening international markets, and increasing commercial integration, which lay the foundation for long-term equitable growth and prosperity. 5. Emphasize, without exclusions, the mainstreaming of human rights, equity, equality, and the interconnection of multiple and compounding forms of discrimination, exclusion, and inequality, and the social determinants of health, with particular attention to the needs and challenges faced by members of groups that have been historically marginalized, discriminated against and/or in vulnerable situations, as well as all women and girls, taking into account their diverse conditions and situations, in a manner consistent with national legislation and international law, in all aspects of the Action Plan. (Action Plan on Health and Resilience in the Americas, IX Summit of the Americas, Los Angeles, California, 2022).

6. Place persons and communities at the center of the Action Plan, addressing inequalities and inequities, promoting gender equality, to ensure universal access to sexual and reproductive health and reproductive rights, as agreed in accordance with the Programme of Action of the International Conference on Population and Development and the Beijing Platform for Action and the outcome documents of their review conferences, as expressed in Target 5.6 of the 2030 Agenda for Sustainable Development. (Action Plan on Health and Resilience in the Americas, IX Summit of the Americas, Los Angeles, California, 2022).

4. To accelerate measures on climate change adaptation, taking into account different national circumstances, we intend to:

c. Enhance environmental education, through research and active and inclusive participation from all stakeholders to build capacities for climate change adaptation and mitigation for current and future generations, including youth, indigenous peoples, persons of African descent, civil society, women’s organizations, the private sector, policymakers, practitioners, and persons working in related industries; (Our Sustainable Green Future, IX Summit of the Americas, Los Angeles, California, 2022).

2. Emphasize the need to incorporate an inclusive approach in the processes of digitalization, democratization, and decentralization, within the sustainable and just energy transition strategies of our countries, taking into account gender equity and equality, empowerment of women, and respect for the rights of indigenous peoples, people of African descent, and persons with disabilities. (Accelerating the Clean, Sustainable, Renewable, and Just Energy Transition, IX Summit of the Americas, Los Angeles, California, 2022).

15. Work towards developing just and inclusive energy transition strategies with a gender perspective that take into account specific geographic circumstances in the region, in particular the vulnerable situation of small island developing states, which face economic and environmental resilience challenges, in addition to technical limitations to interconnecting their energy infrastructures. (Accelerating the Clean, Sustainable, Renewable, and Just Energy Transition, IX Summit of the Americas, Los Angeles, California, 2022).

3. Support free and fair elections with full respect for state sovereignty, through the following measures, in accordance with domestic law:

d. Promote the rights of citizens to choose their leaders in free and fair elections, which are periodic, based on universal suffrage and the secret ballot, and carried out in a transparent manner, by implementing measures to facilitate the ability of all political parties, including those in opposition, to stand for election, promoting the full and equal participation of women, and removing, where applicable, barriers to women running for political office; (Inter-American Action Plan on Democratic Governance, IX Summit of the Americas, Los Angeles, California, 2022).

11. Generate initiatives that arise from the priorities of indigenous peoples, persons of African descent, women and girls and other historically marginalized groups, as well as groups in vulnerable situations, to promote development for all persons, within the framework of intercultural dialogue. (Inter-American Action Plan on Democratic Governance, IX Summit of the Americas, Los Angeles, California, 2022).

12. Continue meeting the commitments undertaken at the Eighth Summit of the Americas, in particular the Lima Commitment on Democratic Governance Against Corruption, while reaffirming our commitment to treaties such as the UN Convention against Corruption, the UN Convention against Transnational Organized Crime, and the InterAmerican Convention Against Corruption, and taking the following actions:

a. Promote gender equity and equality and the empowerment of women and girls, and anti-corruption measures, from the planning process through to implementation, follow-up, and assessment;(Inter-American Action Plan on Democratic Governance, IX Summit of the Americas, Los Angeles, California, 2022).

25. Foster multi-stakeholder forums for dialogue among the public sector, the private sector, and civil society, including women’s and youth organizations and social actors, to strengthen democratic practices, respect for human rights and fundamental freedoms, anticorruption, and open government efforts, including:

b. Community development planning processes, taking into account, in particular, the existence of inclusive processes, with a gender perspective, particularly with regard to post-COVID recovery and resilience to climate change that are inclusive of groups in vulnerable situations and/or historically discriminated against, and provide community members agency and oversight in the use of development resources; (Action Plan on Democratic Governance, IX Summit of the Americas, Los Angeles, California, 2022).

26. Increase efforts to ensure inclusion and diversity in all aspects of governance, through the following actions:

a. Increasing the use of tools that incorporate gender perspective in assessing and drafting legislation so that laws and policies are responsive to differential impacts on men, women, boys, and girls, including in efforts to address climate change, the digital economy, and healthcare, among others;

b. Ensuring that pandemic prevention, preparedness, and response are inclusive processes, including but not limited to the equitable and fair distribution of the provision of care, physical safety, equal digital access, and access to decent employment and wage equity and other economic opportunities;

c. Reducing social, cultural, structural, economic, and legal barriers to full and equitable economic participation and opportunity, including but not limited to, access to financial markets and credit, access to natural and productive resources, non-discrimination in hiring and employment, and access to safe and reliable care;

d. Addressing the impacts of sexual and gender-based violence on women’s access to job opportunities, their ability to move and travel freely, and their opportunities to reach political, legal, social, and economic equality; (Inter-American Action Plan on Democratic Governance, IX Summit of the Americas, Los Angeles, California, 2022).
