Policy Dialogue towards to the X Summit of the Americas

The Policy Dialogue held in preparation for the X Summit of the Americas (Punta Cana, December 2025) brought together key actors in the Hemisphere to analyze the main challenges related to human security in four of its dimensions: citizen security, food, water, and energy. This forum was organized by the OAS Summits of the Americas Secretariat, in collaboration with the Government of the Dominican Republic as the Chair of the Summits Process. It facilitated an intersectoral dialogue aimed at contributing to the technical and political inputs of the preparatory process for the X Summit of the Americas.

During the event, the panelists addressed the urgency of strengthening hemispheric cooperation against organized crime, the need of promoting sustainable and resilient food systems, ensuring universal access to water as a human right, and diversifying energy matrices through clean and accessible solutions. The participation of governments, multilateral agencies, the private sector and youth created an enriching and action-oriented multisectoral exchange.

Furthermore, it was emphasized the need to move beyond declarations toward the effective implementation of mandates, supported by monitoring and evaluation mechanisms that ensure their integration into national public policies and regional action plans. Participants highlighted that the mandates adopted at the X Summit of the Americas should be integrated into national development plans and supported by specific budget allocations. Effective implementation requires collaboration across all levels of government, as well as the participation of civil society, youth and the private sector.

Participants agreed that regional cooperation is essential to address human security challenges. Coordination among countries, sectors, and actors is critical to building a safer, more sustainable, and equitable Hemisphere.
