The Summits of the Americas Secretariat of the OAS recognizes the important role that civil society organizations and social actors play in the prevention and the fight against corruption including in emergencies such as the one caused by the COVID-19 pandemic.
In times of crisis or emergency response the corruption risks increase, especially in countries with weak institutional capacity and low citizen trust. In this context, the "Lima Commitment: Democratic Governance against Corruption" acquires greater relevance, as well as the Summits Secretariat commitment to give a voice to citizens in the region.
The program "Adopting a Digital Mindset to combat COVID19 Corruption" is part of the efforts of the Summits Secretariat aimed at strengthening the capacities of civil society and social actors in the use of digital technologies to develop initiatives that help prevent and combat the effects of corruption aggravated during the COVID-19 pandemic.
In particular, the initiatives focused on the following thematic areas:
1) Access to information.
2) Protection of whistleblowers, witnesses, and informants in the public sector.
3) Monitoring and accountability of emergency funds allocated to mitigate COVID-19.
The program was limited to 500 participants and include two phases. The first phase allowed participants to obtain knowledge on the challenges and opportunities in the digital era for the development of the initiatives. The second phase entailed the acceleration of those initiatives with greater potential (3-5 initiatives). Throughout this phase, participants strengthened their projects with knowledge, resources, and partnerships for their implementation.
The course of the first phase was available as of September 7th, and the deadline to complete it and submit the initiatives was October 13, 2020.
The Summits Secretariat organizes this program in collaboration with Laboratoria, a renowned regional education startup.
